Denver's Capitol Hill is among the first neighborhoods in the city. Before it was known as Capitol Hill, Congress passed the Homestead Act in 1862 giving ownership of up to 160 acres of land to individuals who resided and cultivated the land for five years after their claim. Among this land given away was a parcel of land claimed by H.C. Brown having the boundaries of 11th Avenue and 20th Avenue North-South, and Broadway to Logan East-West. With Denver's first neighborhood established in Lower Downtown, H.C. Brown believed the city was to expand in his direction and built a cabin on 12th and Sherman to settle in. He was right. In 1867 Colorado Governor Cameron Hunt declared that the capitol building would be built if someone would donate ten acres of land for the site. Brown responded immediately and the name 'Capitol Hill' was born.

Capitol Hill today is one of the most diverse neighborhoods in the city. Many of the large mansions have been converted into apartment buildings. Even the carriage houses for these mansions get rented out. Not all of these old homes have become rentals with some remaining single family residences as well as office space. Some of the more elegant and elaborate structures fetch top dollar at sale or per square foot when leased for commercial use. The inhabitants of Capitol Hill find this part of town appealing due to the proximity to a revitalized downtown and the overall urban feel to the neighborhood. It is a young person's playground with a nightlife that caters to all crowds. Although single family homes on Capitol Hill tend to be pricey due to the size and unique character of the homes, rents tend to be competitive to other parts of the city. Even in a soft rental market, something Denver has been experiencing over the past few years, Capitol Hill still has above average rental rates compared with the rest of the city due to the insatiable demand to live the lifestyle Capitol Hill offers. Of course, not all the structures in Capitol Hill are apartments, single family homes or commercial property. Condominium buildings are scattered throughout this neighborhood. Some condo buildings are converted mansions and some condo buildings were built originally to suit this purpose. There are a wide variety of sizes and conditions of condos on Capitol Hill and it seems that almost every condo has something unique about it.

We see Capitol Hill as an investment worth looking into, whether you're looking to buy property just for yourself and your family or if you're looking for rental income and capital appreciation. The criteria of why you would buy in this neighborhood should meet the following:

• You like an urban feel with busy streets and apartment buildings
• You want to live in an older structure or in a structure that has been newly built in an old neighborhood
• You like a non-homogeneous feel of the people as everyone seems to come from different backgrounds

Or if you're a speculator:

• You will consider paying higher prices in order to get property that will have higher rental rates than other parts of the city
• You expect more maintenance that needs to be done to your building versus a newer building in a younger part of the city

As the urban lifestyle continues to be fashionable, we see Capitol Hill appreciating more than the Denver suburbs. Of course, due diligence is required when purchasing property as there are financial hazards, such as buying a lemon of a building or purchasing property on a street notorious for drug deals. However, there are currently and will continue to be worthwhile buys in this storied neighborhood. Look for condos that range from $150,000 all the way to lofts that go for around $1,000,000. Single family homes here are a scarcity and are generally large and grandiose. These properties will run from at least $400,000 and generally can go for over $1,000,000.

About ACE Community Challenge Charter School: The ACE Community Challenge Charter School (hereinafter, ACE/CCS) is a Denver Public Schools Charter School in its fifth year of operation. On February 17, 2005, the DPS Board of Education approved our renewal application by a unanimous vote. We are extremely proud of this because the DPS Board’s decision clearly demonstrated that we have honored our obligation and have “lived up” to the terms of our original charter school contract.

The Executive Director/Principal, Board of Directors and the entire staff of ACE/CCS have been, and continue to be unequivocally committed to working with “high risk” students and their families in the West Denver Community. ACE/CCS is located along the Santa Fe Corridor at 948 Santa Fe Drive, in Denver, Colorado. The school served 101 students in its first year of operation (grades 7-9), 99 students in the second year (grades 7-9), and 99 students in the third year (grades 7-9). In the fourth and fifth years we eliminated the seventh grade and served 74 students each year (grades 8-9). We made this change to build toward the high-school format of adding grade 10 to help shepherd the students through the grade levels where historically the largest dropout rate occurs, especially for minority students. With our recent charter renewal, the school has been approved to add tenth grade and expand our enrollment to serve 120 students in the upcoming 2005/06 school year.

The ACE/CCS mission is to re-engage “high risk” youth and families who have not experienced success in mainstream educational systems into a pro-social, positive peer culture educational milieu. We bolster academic development through challenging, non-traditional teaching methods, and support the student and family with human services to enable them to develop a love of learning and a sense of responsibility as a community member. Students develop self-confidence, self-worth, self-discipline and self-acceptance. ACE/CCS believes all students can achieve excellence in a positive challenging educational environment that stimulates their interests, channels their energies and develops their abilities. Moreover, we contend that adolescents are more likely to achieve immediate and lifelong success if all members of the school community share responsibility for developing each child’s intellectual, social and vocational potential. Programs and Awards: Colorado High School focuses on the four core academic areas of math, science, language arts, social studies, with an enrichment class. In addition to traditional textbooks, teachers use real-life experiences, original source materials and literature to foster education. Classes are set up on a block system, with courses beginning and ending each four weeks. This structure gives students the flexibility to enter Colorado High School throughout the school year. Students also participate in a variety of extracurricular life-skills and service learning activities. About Eagleton Elementary School: Eagleton Elementary School is an urban school located in the northwest section of Denver. Educational services are offered for students in ECE (Early Childhood Education) through fifth grade. We provide a Transitional Native Language Instruction (TNLI) program with qualified bilingual teachers, to help meet the needs of our large Hispanic population. In addition, Eagleton is on a Continuous-Year Calendar as another reform effort to help improve student achievement. We face many challenges, chief among them: 86% of our students qualify for the free or reduced-price lunch program; we have high mobility and over 50% of our students are second language learners. Our school continues to be recognized as showing improvement in student achievement. Specifically, 5% of our third graders moved above the “partially proficient” category in reading according to the preliminary results of the 2005 CSAP (Colorado Student Assessment Program). Our school has made adequate yearly progress on CSAP for the last three years. Although our growth is in small increments, Eagleton's efforts are slowly paying off. To improve student achievement in our school, we continue to refine the implementation of the Denver Public Schools Literacy Plan; provide on-going staff development in literacy and math; and employ reading assistants, one full-time Spanish speaking literacy coach and an additional part-time literacy coach. We also have a part-time math coach. Eagleton has a strong academic focus with athletic, artistic and academic after-school programs to increase self esteem and self awareness in our students. About Fairview Elementary School: Fairview Elementary School is located in the west section of Denver. Educational services are provided for children in ECE through 5th grade. Included in these educational services are programs for ESL, at-risk students, and special educational services for mild/moderate and emotionally disabled students. The student population is comprised of the Sun Valley Housing Projects, Decatur Place public housing development and a limited number of residential houses. Ninety-eight percent of students qualify for free/reduced lunch. Fairview's mobility rate is 104%. Services are in place for special education students. While not reflected in all state-sponsored tests, Fairview has made gains in the achievement of all of our students. Fairview continues to work diligently on improving student achievement by implementing the following:Reading Recovery for first grade students;looping reducing class sizes and adding paraprofessional support; promoting professional growth and collaboration through staff development meetings, grade-level meetings, observations, instructional dialogue, and mini-focus meetings based on individual teacher action plans with instructional coaches; and using standards and assessment-driven instruction to improve CSAP, CBLA, and BOEs.

About Greenlee Metrol Lab Elementary School: Greenlee ECE, K-8 School, located in west Denver with easy access to downtown, hosts a variety of programs and services that draw students from around the city. These include Title I assistance, English Language Acquisition classrooms for bilingual and English language learners, Headstart, and before- and after-school childcare. We are currently transitioning from an elementary to a, ECE, K-8 school. Sixth grade was added in 2005-2006, seventh grade will be added in 2006-2007 and eighth grade in 2007-2008.

Greenlee serves two housing developments. We continue to be a highly-impacted school as indicated by our high rates of participation in our free and reduced-price lunch.

There have been many renovations made to the school including a learning landscape playground, newly-painted classrooms, new windows, new lighting and new carpet.

Our school mission is to create opportunities for our students to become life long learners. Greenlee utilizes many measures of academic progress to meet this. One of them is the CSAP. Recent overall scores are on the rise as many of our students' scores in third, fourth and fifth grades continue to progress from the unsatisfactory range into the partially proficient range. Proficient range scores also are increasing.

Greenlee's focus is on reading, writing and math. Instruction is based on assessing student work through one-on-one conferencing, small group instruction, and evaluation of student skills. This includes intensive staff development to help our teachers meet the changing needs of today's learners. The faculty works diligently to improve student achievement. Federal funding provides additional teachers, paraprofessionals, and increased staff development. We implement Reader’s Workshop, Writer’s Workshop and Studio for literacy, which includes classroom libraries and great teacher resources. Everyday Math and Connected Math are programs that compliment each other as students transition from elementary to middle school.

About Lake Middle School: Lake Middle School has worked with the local community, staff and students to make this a truly neighborhood school. As a result, Lake has been honored by the State of Colorado for the progress our students are making in math. We are closing the gap with a 26% gain in proficiency while the state average is 17%. The Colorado Department of Education asked our math department to speak at the Standards and Assessment Conference in 2005 to share the successes and help other schools be more strategic with closing the achievement gap.

We offer true elective classes from which students are able to choose such as music, band, guitar, art, advanced algebra and technology. For the 2005-2006 school year more elective classes like Spanish and French will be added. Classes will also be available for students who need a greater challenge or more support in math and literacy. Lake is also piloting a new inquiry-based science curriculum, which will be even more challenging and hands-on for our students.

The community has also recognized our hard working staff members for many reasons. Environmental Pride, Service to the Community, Mile High Teachers and Outstanding Efforts are just four of many. Needless to say, our students continue to build on their successes and have been acknowledged for tripling the number of straight A’s, decreasing the suspensions/expulsions by 64% and monthly award assemblies recognized for attendance, leadership, athletics and outstanding academic accomplishments.

Technology-rich instruction links each teacher’s lesson to a "real world" setting. The new technology wing has over 200 computers for students, staff and community to use. Lake is committed to technology and focuses on academic programs that help ensure a successful transition into high school.

About P.S.1 Charter School: P.S.1, Denver's oldest charter school, offers a unique blend of fundamentals, project-based learning, field studies, and travel experiences to 240 students in our middle and high school programs. Located downtown at 11th and Speer in an award-winning facility, P.S.1 uses the city of Denver as its campus. The school library is the Denver Public Library; the school's art history department is the Denver Art Museum; the Denver Civic Center, with its city and state government institutions, serves as the school's social studies classroom.

Students spend the mornings focusing on reading, writing, mathematics, science, geography, and history. Afternoons are spent on interdisciplinary, open-ended, hands-on projects. For instance, P.S.1 students have worked with the State Wildlife Division to study water purity; Loveland Ski Area to study the pollution issues around making snow; the State Historical Society to archive media coverage of the Oklahoma Bombing Trial; the Mayor and City Council to develop a skateboard park; and Habitat for Humanity to build homes. Project achievements are linked to state and national standards. Progress is assessed through CSAP assessments, standardized tests, portfolios of student work, performance assessments, presentations of learning and Personal Learning Plans.

Because it is small and innovative, P.S.1's curriculum is not as comprehensive as the curriculum of large traditional schools. Nevertheless, its graduates have gone on to major colleges and universities.

About West High School: Located in the center of a large urban area, West High School is juxtaposed between the resources and opportunity of downtown Denver and the socio-economic challenges faced by the communities of west Denver that feed into the school. These neighborhoods enjoy a wealth of history and tradition if not a wealth of economic possibilities. West High School provides high standards and a rich educational experience. Designed by noted architect M.H. Edwards in 1926, West received Denver Landmark status in 1992. A new $3 million library was completed and dedicated April 19, 2002. Serving approximately 1,430 students, West faces unique challenges to academic success. The school serves a predominantly Latino community and many of its students are recent immigrants. West seeks to improve its student outcomes by reconfiguring the school into smaller learning communities that will provide students, parents, and community members with an environment where they are welcomed and invested. In the fall of 2002, West High School began the implementation of the West High School Smaller Learning Communities School Reform Project. The project followed a three-year timeline phasing in a grade level each year. The Smaller Learning Communities Project focused on strategies to support more personalization and academic rigor for the students. The implementation plan incorporates multiple research-based strategies to gain the full benefits of smaller learning environments. These include smaller school structures (house plans, academics and a magnet school) and other complementary strategies that enhance student learning, such as freshman transition activities, multi-year groups, block scheduling and academic teaming. This will further assist West High School to be an institution where learners are stimulated by the interdisciplinary academic centers, challenged by the rigors of the curriculum and supported in their individual needs by a network of caring faculty/staff/community to reach their highest potential.
